Can anyone tell me why it made sense for the state to guarantee the banks' pre-existing liabilities, as opposed to just liabilites taken on after the guarentee was introduced? If the idea was to help the banks to access the frozen inter-bank lending markets, why guarentee liabilites that were, from this perspective, eaten bread?

The short answer is probably not. If there is, they could also tell us if drawdowns on the guarntee will be funded by the taxpayer (as the Department of Finance suggests) or the other banks covered by the guarantee (as the Taoiseach maintains). They could also tell just how much toxic loans the banks are exposed to; whether the banks really need capitalisation and whether it will have to come from the taxpayer; whether the credit flows are sufficient for the banks to resume business-as-usual with real businesses; the person or persons who could explain all that could probably explain the rationale behind the Government's decision in the first place.

And they could also tell us which golf courses officials at the Regulator's office and the Central Bank were playing on while our system was breaking down.

What a wonderful world this would be.

(On the whole market notice versus what-the-legislation-actually-said flap regarding who pays the bill if it all goes arseways, I suspect the government got spooked by the possible adverse selection effect - i.e. if only a couple of banks ended up signing up to the guarentee. Bizarre stuff though.)
