Their is nothing to prevent Local Authorities massively expanding their existing roles in areas of youth activities, sports facilities, libraries etc., if the elected councillors were willing to do so. Why extend powers when they are so unwilling to exercise the powers they presently enjoy?

The core problem is that most are not willing to increase LPT, which would enable councils to allocate increased spending on those services.

The worst culprits are of course the so-called left. The pick & mix of Provos & the many sub-varieties of Trots, all standing over a low tax, low spend model.
