I think this is a nice idea.

It would mean that the householder is insulated against losses but that the state gets any large gains.

There is a market for this kind of product. Namely a current cohort of about 10 per cent of households who are in a kind of housing limbo.

They don't work enough or earn enough to qualify for a mortgage. But at the same time they work too much and earn too much for social housing. Meanwhile they are stuck in the private rented sector which provides no fixity of tenure.

Having a place you can call your own is hugely important, particularly when you are raising a family. The state really needs to do more for this group that is stuck in the middle.
